We founded Quintic Advisory to bring clarity, rigour, and independence to development viability. Our founding partners previously worked together over several decades at BNP Paribas Real Estate and identified the need for a more focused practice, combining technical depth with the agility and attentiveness of a boutique firm.

Our work is grounded in a simple principle: we seek to demystify complex issues. We work closely with our clients to provide analysis that is transparent, defensible, and aligned with the realities of delivery. Whether supporting a planning application, shaping a development strategy, or advising on investment decisions, we bring a balanced perspective rooted in experience and pragmatism.

Anthony Lee MRTPI MRICS

Anthony has over 25 years' experience in development economics and specialist valuation. He was previously the lead UK director for financial viability services at BNP Paribas Real Estate. He is a specialist in financial modelling and development economics and advises clients in the public and private sectors on a range of development viability issues. He is a specialist in local plan and CIL viability. He was a member of the working group that developed guidance on 'Viability Testing Local Plans' and was a member of the MHCLG 'Developer contributions expert panel' advising on the viability section of the PPG. He is currently a member of the RICS 'Planning and Development Expert Panel' and a member of the working group developing guidance on the valuation of affordable housing. He is a regular speaker on affordable housing, viability and development economics. He has given expert evidence on financial viability at numerous planning inquiries.

Nicholas Pell MRICS

Nick was previously a Senior Director at BNP Paribas Real Estate and has extensive experience in development consultancy, including negotiation of Section 106 agreements, appraisal and valuation, viability modelling and general affordable housing advice. He has considerable experience of complex site-specific viability projects including small sites, regeneration schemes and masterplans and has advised local planning authorities, landowners, developers and registered providers across the country. He has advised on a wide range of developments over his career including Bromley By Bow Gasworks, The Old Vinyl Factory, Wixam Park, High Road West, Marston Valley, Royal Wharf, Thameside West, and Barking Riverside.

Tom Glasson MRICS

Tom has extensive experience in development consultancy, valuation and disposal, and viability modelling. He was previously a Director at BNP Paribas Real Estate and has extensive valuation and development consultancy experience in roles at CBRE and Montagu Evans, including Red Book valuations, financial modelling, disposal, landlord and tenant advice and compulsory purchase. Tom has provided Expert Witness advice and Single Joint Expert determinations in legal disputes on schemes ranging from 20 units to Garden Villages. Tom has also represented public sector clients and developers in the sale of land and affordable housing. He has advised on a wide range of developments over his career including Chelsea Barracks, Hammersmith and Fulham Town Hall Regeneration, South Kilburn Regeneration, Ram Brewery, The Shell Centre, The Former American Embassy, Long Marston Garden Village, Bicester Eco Town and Bow Common Gasworks.

Jamie has extensive experience of affordable housing development consultancy, including negotiation of Section 106 agreements, appraisal and valuation, viability modelling and affordable housing delivery advice. Prior to the formation of Quintic Advisory, he was a Senior Associate Director at BNP Paribas Real Estate and was previously at the District Valuer Services where he gained extensive experience advising on a range of affordable housing and development consultancy instructions. He has advised on a wide range of developments over his career including Earls Court Masterplan, Wembley Masterplan, Better Queensway (Southend-on-Sea), Wimbledon Stadium, King Edward VII Sanatorium (Midhurst), Power Court (Luton), Former Debenhams (Portsmouth) and the Woolwell Urban Extension (Devon).

Sacha Winfield-Ferreira MRICS

Sacha Winfield-Ferreira MRICS

Sacha was previously a Senior Associate Director at BNP Paribas Real Estate in the Development Viability Team and prior to this worked in the Planning Team. Bringing together her skills as a surveyor and a planner, she specialises in development appraisals and advising on the viability of developments. She undertakes viability modelling, advising on the negotiation of Section 106 agreements and affordable housing delivery. She has extensive experience in preparing robust strategic policy viability studies for Local Plans and CIL Charging Schedules and has provided expert viability evidence at examinations in public. She also regularly delivers training on viability in planning. Sacha has advised on a wide range of projects over her career including viability of local plans and CIL charging schedules for numerous local planning authorities, including the London Boroughs of Camden, Southwark, London Legacy Development Corporation, Old Oak and Park Royal Development Corporation, Bedford Borough Council and Welwyn Hatfield Borough Council. She has advised on site-specific viability for schemes including Wood Wharf, Harrow View West (the Former Kodak Site), and Greenwich Millennium Village. She prepared and delivered viability training seminars to LPAs through the Planning Advisory Service and MHCLG when the 2019 NPPF and NPPG guidance was published.
